Sailor HMS Victory

In the early twentieth century HMS Victory, had a surprisingly large crew complement. It was a legacy of naval legislation that stated that all naval ratings and officers must be assigned to a ship which may include a shore establishment - still regarded as Her Majesty's Ships by the navy). Any navy person allocated to work in a non-HMS location (such as the Ministry of Defence in London) was recorded as being a member of the crew of HMS Victory.
