It's a 2013 reissue of the famous 24c Inverted Jenny of 1918. It was printed in two passes (blue & red inks) and between the passes the sheet was inverted. The 24c original is one of the most famous stamps worldwide. See relevant article in Wikipedia: en.wikipedia.org/wiki/Inverted_Jenny
