Take a photo in a way that your subject isn't too easily recognized. Then we can all guess what it is. Try not to make it too hard or involved or too processed.
If you're having trouble, the PiPs from left to right give help, showing successively more. The right one shows the object completely. btw- the middle part is moving:-)
Solution: it's a prayer wheel with solar panel used to put on the dashboard of a car, as seen in Bhutan (but mass produced in China: www.amazon.com/MeiBoAll-Energy-Household-Batteries-Decoration/dp/B0721WDKGB )
