CoCL - growing up ?

Now, is this increased reporting a case of greater awareness of the facility to report poor / anti-social behaviour, or are older teenagers dealing with the problem in other ways ? Maybe the older teenagers have grown out of the need to bully others as their behaviour matures with age ?
