When the LMS built this waggon in c1938, it was fitted with vacuum brakes but on being sold to the Port of Bristol Authority in 1966 the latter removed the cylinder and pipework, as well as most of this support bracket, leaving only the handbrakes operational.

I have no idea why PBA would do that ...

Thinking about it, they probably didn't have the specialist maintenance facilities.
