Spokane, Washington state, USA. Looking downstream from the east end of Riverfront Park just above Spokane Falls, on the Howard Street Bridge IIRC. The bridge visible downstream is a footbridge that gives a view of the upper falls, where some other pix in this album were taken. "Spokane" is pronounced "spoh-KAN", btw.
