Unclaimed registered letter
The letter first got a registration number in the Netherlands. Then the Germans applied their own registration number (at the top). When the letter was sent back, the Dutch post put a new registration number on it.

Refused is not correct, it is "non réclamé" (unclaimed).

The Black Rectangle didn't want it.
