A wonderful scene with the old bridge and stone walls!The nice colours make a nice contrast against the dramatic sky. Also the sky and all the stones in a big harmony. So it is a really great picture!

I think the simple explanation is the barbed wire is to discourage people from climbing on/over the wall, and from nicking the stones!!
