My girlfriend has recently been at a 4 day conference in Soria on this very subject. I have been aware of these matters since I was knee-high to a grasshopper. The knowledge of how this happened is easy to acquire. The answers to this ever-deepening crisis, less so.

Yes. But it's now a tourist destination only, Jenny. Like most rural villages and towns in Spain, de-population and migration to the big cities has been, and still is, a massive problem.
