My friend, Marti (www.flickr.com/photos/meanderingwa/), who identified this bug for me, wrote, "They belong to the lightning bug family but they have not paid the power bill so they don't light up." We found the bug in Sehome Hill Arboretum when walking there one evening. Its Latin name is Ellychnia hatchi.
