I just had to use google to find out what Mullein was. It's surprisingly pretty when in it's in flower, but I can imagine it would quickly dominate a garden.

It's a common, giant weed here, but easy to keep under control. It's not a rampant invader, so some people plant it intentionally. Yes, the flower stalks are attractive.
