They banned those sort of burns in the UK many years ago.

I know we still have brush burns here to save tinder conditions ... but that is different .

They are banned here in some areas, but unfortunately they are allowed way too much. It has to do, I think, with the vastness of the territory, the mistaken assumption is that they don't do much harm in a "big sky." I suspect it also has to do with how powerful the farming lobby is in a given region. They have to apply for a permit to burn and only certain seasons and materials, but I doubt they're refused very often. The smoke hangs in the air for days or weeks.
