I was zig-zagging my way through downtown in search of sunrise photos and found this nice location on the edge of a parking lot. I got this one shot when a guy in a pickup truck motions me over and asks what I'm doing. Turns out the parking lot is owned by the United States Federal Government and "they" get nervous by photographers because of the "situation."
