This is the starting point for the process that created the next five images. They are all variations of the same end product. Initial colours are only there as starting points. The Photoshop Elements 'hue' slider can change both at the same time and indeed, apart from black and white, a every colour in the active layer will change as the slider is moved. This how, having reached a satisfying design, different colour schemes can be tried out, as in the following set.

This set of designs illustrates how Photoshop Elements 'Hue' adjustment works. As the slider is moved all the colours on the active layer change synchronously. One can pick a particular colour and only change that, but this group have had all their colours changed at the same time.
