I have recreated the two inscriptions, as I could not get all the lettering in a readable condition from the photographs that I took.
The cemetery has numerous individual military graves of soldiers and sailors who died in the nearby camp and in Newhaven Military Hospital.
Many of those interred here are from the Canadian Armed Forces of WW1. A couple of miles away, at Cuckmere Haven, there is a less formal, but nevertheless very poignant, memorial to Canadian troops who were killed in their camp at the spot, by German aircraft, in WW2. This is one of three war memorials on War Memorial Green, Newhaven, East Sussex. The inscription reads:
LEST WE FORGET
TO THE MEMORY OF THE
MEMBERS OF THE CORPS OF
ROYAL CANADIAN ENGINEERS
WHO LOST THEIR LIVES
IN THE RAID ON DIEPPE
FRANCE - 19TH AUGUST 1942
NEWHAVEN WAS AN
EMBARKATION POINT
and then goes on to list those who died. I did photograph these, but as can be seen above, the mottled stone and gilded lettering together do not make for easy reading. If anyone wants to see the lower area I shall be pleased to either upload it or send jpegs to them.

The text is that which is inscribed on the bronze plaque. It is not apparent when the cairn and plaque were placed there, but it must have been since Leslie Edwards' death in 2004 that the plaque was installed.
There seems to be some debate about the authenticity of the report on which this memorial is based. There does not seem to be official recognition of this event.
