It reads: FLAT ROPES HAWSER SHROUD & CABLE LAID WM HOCKNELL & SONS On Google Maps, you can see that the building behind the sign is long and narrow, so that must have been the ropeworks. Hawser-laid, shroud-laid and cable-laid are types of rope.
