The Torch of Friendship, by Sebastian, was a gift in 2002 to the City of San Antonio from the Mexican General Consulate. It's 65 feet tall. That's the Hemisfair Tower in the background: "San Antonio's Hemisfair '68 featured a 622 foot tall Tower of the Americas designed by O'Neil Ford which stands today and is now used for brodcasting antennae.
