What is this? Bottle rack? Candelabra? I've seen other photos of it, but no one seems to know what it is. It's to the left of the steps of St Paul's Cathedral.

I had the camera set for the wrong white balance and this came out strangely blue, so I had to turn it into B&W, which isn't such a bad thing. See where this picture was taken. [?]
