The question arises: was it designed in such a way on purpose or was is just lack of brain cells. I estimate the amount of remaining liquid to be in the 1% to 5% range, which is totally unnecessary and unacceptable.

It's not bad, but it's mostly alcohol. Leaves a white residue. I use(d) it for adding a little extra flux when the rosin core of the solder wasn't enough. Not suitable for rework, as it evaporates too quickly.
