On a bitterly cold January day, this chap managed to catch a fish while the tide in Minehead Harbour was out ;-) How his hat stayed on in the wind is also a mystery, Steven Heard who is a retired carpenter makes these cheeky characters and distributes them around the town just to cheer the place up a little.
