JK Militaria says: "1912 Cross of Mercy (also know as the Charity Cross). Issued mainly to Red Cross personnel for aid to wounded and sick during The Balkan War. Military and civilians were also eligible for the award. Bronze gilt, 40mm wide." Miss Ursula West Symes was my great aunt.
