Actually it's a boat to wear and carry in parades: the carrier should introduce his legs through that square hole in the middle and pull those belts up to his shoulders, thus carrying the boat as he defiled. This is displayed in the Sea Museum, at John the Baptist Street, Mindelo, São Vicente Island, Cape Verde.
