How it got to be underneath a railway line by the side of a road going under a bridge?
Possibility Number 1: It became disconnected from a distant washing line and blew here on a wind.
Possibility Number 2: It was thrown from a passing car.
Possibility Number 3: It was thrown from a passing train.
Possibility Number 4: Primark plan to open a new shop in Langley Burrell.
You may be able to think of other possibilities.

A bridge carrying the railway over Kellaways has this special arch for pedestrians who would otherwise be exposed to danger on the road. Not only is the road narrow - and the bridge as well - but is a good deal lower to provide headroom. This little arch saves pedestrians from going down and then back up. Three cheers for I K Brunel and his engineers.

The population of Kellaways is very small. It's the sort of place where well-to-do folks live in quite large houses, and there aren't even that many of them. But at this site, accessed by walking along the river bank, there is a weir with a good sturdy large house behind it on the opposite side of the river. I've seen it before from the roadside and admired it. I think this is the site of the old mill, presumably a cloth mill since this area became wealthy on the wool trade.
The occupants of the big house must have the sound of crashing water in their ears all the time. I don't know if that is restful or not.
Anyway, I took a rare excursion into shutter-priority mode to get the water looking like a white mass. I did not have a tripod but I think I got away with it.

A Primark Dress Caught on Brambles

Caught on brambles alongside a little-used footpath. Perhaps it became a refugee from some nearby washing line when a gale blew. I looked inside to check it was not occupied and discovered a 'Primark' label, hence the unusual precision in the title.
