This background began as a simple Color Halftone filter. It gradually evolved into this candy-ish look which might suggest "Birthday Cake frosting" if you live in the U.S. For those elsewhere, that would just be a white icing with colored sprinkles mixed into it. I was this close to adding some embossed blood spatters in homage to those trashy/alluring horror paperbacks on the pharmacy racks of my childhood. But my eyes got tired. :D Maybe next time. Shown smaller than the original finished size: 2480 X 2953 pixels. See one original source here .

Mix of Transform (Scale, Rotate), in two layers with one at 50% opacity. Then a low-opacity overlay of "Artistic: Fresco."

"Artistic: Dry Brush" at full strength. Layered over it are two copies of the eye, enlarged with Transform and with medium opacity in a mix of modes. Other changes and touch-ups.

Everything in the center of the comp got various settings and modes of the "Artistic: Dry Brush" filter. Except the eyebrow, which has "Artistic: Colored Pencil." The background is brightened up with "Command:U." The borders are "Sketch: Color Halftone" in pink and blue lines with the "Saturation" mode. The forks are the same, except with dots and the "Overlay" mode. The eye and brow were also worked with Free Transform. Other assorted corrections.
