A layer of "Artistic: Neon Glow" and one of "Noise: Add Noise." Along with portions of "Blur: Radial Blur," "Sketch: Chalk & Charcoal," Stroke, and Free Transform. Other touch-ups/corrections.

The uppermost layer is "Distort: Polar Coordinates", set to 40% and re-positioned with Transform. Under that is a 70% opacity layer of "Distort: Glass" with the Frost option, in Hard Light mode. Followed by an unaltered copy of the image. There's also some blending with Eraser, and some spot usage of the Dissolve and Luminosity modes.

Several versions of the "Artistic: Cutout" filter, with portions of a layer in the original state either underneath it, or over it, at about 50% opacity. Some help from the Eraser, "Artistic: Film Grain," Sharpen, and Clone Stamp.

A medium-sized setting of the "Pixelate: Crystalize" filter was used in Difference Mode at medium-high opacity, over a plain duplicate below. The texture is from a spray-style brush faded in Color Burn mode. Other miscellaneous changes.

I cranked the "Saturation" levels in this card all the way down, leaving only a black and white image. Then I ran it through the "Sketch: Chalk & Charcoal" filter set on two shades of gray. After that, I used the Eyedropper tool to borrow colors from the original card. They were added back into the altered card with some help from the Paint Bucket and various other tools. Finally, the "Saturation" level was turned back up.

The re-worked version features mostly "Artistic: Smudge Stick." Or, as I like to call it, "A Three-Day Weekend In Portland, OR." Also some "Texture: Mosaic Tiles," some color alterations, etc.
