Those stamps are (left to right) The Pan American Union Building, U.S. President James Monroe, and the "spirit" (goddess?) of Commerce. I've had this 1951 reference guide to U.S. stamps sitting around for years. But I think this is the first time I've actually used any of it. There's a normal layer at the bottom, and a 60% opacity layer of "Artistic: Cutout" at the top. In between is a "stamp" made by using the bread slices at left to make a Brush Preset in dark blue on a light blue and white background. It was run at 70% in Color Burn mode. Other touch ups and corrections.
