This is, I think, Abronia maritima , or red sand verbena, a low lying creeper that grows in sand dunes in Southern California. It was found at Black’s Beach, North Torrey Pines State Park, La Jolla. It grows close to the ocean, within reach of the sea spray, but away from the surf. It is considered rare, although it was growing profusely on this patch of beach. I took the photo with a cell phone and regret now not taking more effort with it. Despite their name they are not related to the classic verbena family
