British Rail : 1948-1964, First Class Moquette fabric.
This is one of the “Festival of Britain” group of Designs, first introduced in 1951 for the new range of British Railways Standard coaches (later known as the “Mark 1” fleet) and used in First Class compartments and dining saloons.
It is a textured moquette [mixed cut & loop pile] and the design is known as "Blazing Sun".
[to my eyes, the central motif looks more like a circular saw blade !]

A little investigation reveals that this is the blue colourway for the South-West Trains "Timetable" pattern moquette.
