I believe this to be the 1930 power station building of the Congleton Corporation electricity supply undertaking which was nationalised under the 1947 Electricity Act and absorbed into the Merseyside and North Wales Electricity Board (MANWEB).

There is some rather nice terracotta work on the electricity substation at Congleton. CCES = Congleton Corporation Electricity Supply.
