A botanical garden without a fence to protect it's rare plants from inquisitive visitors? Upon closer inspection there may indeed be a very effective fence here created by the cacti themselves - in fact, one that does not require a "Trespassing Prohibited" sign. The penalty for breaching the barrier is painful enough . . .
