Riding and owning a moped is a important rite of passage for the young Dutch male. You can drive one when you're 16. If you want to prove how tough you are, you drive around without a helmet and increase the output. Legally mopeds have a limited engine size of 50 cubic centimeters. A bigger engine means it is a motorcycle and you have to be 18 and you need a license to ride one of those. Mopeds have their own set of legal rules.
