John Oram's photos with the keyword: Bad Plate

I post far fewer bad plates than I might but sometimes I am so exasperated that one makes the cut. I don't understand the motivation or the lack of enforcement. This Renault Clio was in Old Netley, Hampshire. 200_2_P1090260

What can I say about this photograph that it does not say for itself? The front plate was illegally formatted too and the vehicle was in a disabled bay without displaying a blue badge. 200_2_P1010916
