In Umkehrung dieses Zieles, wurde durch den Änderungsantrag 421 des französischen Abgeordneten Jean-Marie Cavada, mit nahezu 3/4-Mehrheit, eine allgemeine Einschränkung der Panoramafreiheit vom Rechtsausschuss vorgesehen. By Amendment 421 of the French parliamentarians Jean-Marie Cavada, a reversal of this objective was provided, with close to 3/4 majority by the Legal Committee - a general limitation of the panorama freedom!
