bird watching in the city

In the centre of Helsinki a group of people were gathered around a large bird, probably a young goshhawk. A police officer came and put it back on its feet and the hawk suddenly flew away.

I agree, most probably the bird stunned himself, he didn´t look hurt anyhow when he flew away.
There are nowadays a lot of city rabbits, a real plague for the parks, but food for the birds of prey.

It could be a goshawk, judging by the eyes and the legs, feet, claws and plumage.
The goshawk is one of at least 20 species of raptors worldwide that live in or around cities (urban habitats).
