The snow that is ploughed from the roads in Östersund has to go somewhere. It is brought in trucks to this spot throughout the winter, it has a created a mountain. (It's bigger than you can see with this perspective.) As it gets higher, they drive up on in a wide circle. and just keep adding to the top.
