Boat trains ran on tramway tracks through the town and along the water front to the ferry berth. The cars on the left are parked on the quayside. Note the bell on the running plate, used to warn road users of the train's approach.

I am fairly sure that the boy in the cap at the front of the train is me and the girls with the pudding-basin style haircuts are my two eldest sisters.
This was a daytime navigation aid set up by Trinity House who manage the English coastal light-houses, before the current Portland Lighthouse was built and it remained as an additional aid until the mid-20th century.
