There are several online resources which give the history of this seaside water mill. www.southdowns.gov.uk/ebb-flow-tide-mills is one of them.
This was a water mill that was powered by seawater, captured as the tide rose into a lagoon behind the beach. The water then was allowed to pass out through these sluices, driving the mill wheels as it did.

Fascinating tide mill! We have several tide mills in Portugal, even from the Middle Ages, some restored, with a slightly different functioning: a waterwheel conveyed the water from the rising tide up to a tank; near ebb-tide, the tank poured the water back into the waterwheel, allowing milling at a regular pace.
