The semaphore was removed around the time the remains of the redundant crossover were removed. There is another shot showing the crossover's removal, with the signal enclosed in scaffolding. www.ipernity.com/doc/philsutters/25726837
There is added interest in this shot from the three pairs of columns on the horizon. They were the legs of an exploration rig used out in the channel, that was assembled on the area behind West Beach.
