The interestingness lies in its method of display rather than its content, perhaps. As the poster is attached to the bike, not a wall or a lamp-post, the idea may well be that it can claim to be just parked there temporarily, not actually 'posted'.

The university city of Oxford is full of students and their bikes. So there is a tradition of using bikes for all sorts of unusual purposes.
