This was around 5:15 today, with the western sky still lit a little and lots of other light filling in.

Yes, the university campus and the (adjacent) government buildings are both lit up with coloured lights like this for a month before Christmas and two weeks afterwards. They started doing it about fifteen years ago and no one has complained about the electricity. :)
