Ah, but here's the clever bit. The top is round, but the lower part is straight, to fit in with the local streetline. And glass is used to demonstrate the principle of Glasnost (openness). Though I think most of us would have preferred it to be hidden behind a wall

The material is high-class curtain walling, a variant of a type seen everywhere.... It creates a privileged inner life wrapped in a distancing exterior."
