This is a Reflex III, made by United States Camera Corp. Probably released in the 1960's, it was made to resemble a twin lens reflex camera.

Well, I'm not sure what the exact definition of a TLR is, but you look through the viewfinder out the top lens and the picture is taken through the bottom lens. Maybe even though it's cheap plastic, it's still considered a Twin Lens Reflex?
