Dusty road


No, it's not the sign of an oncoming tank battalion crossing the desert of North Africa. It's East State Street Saturday morning. The resurfacing work there made the street into a virtual gravel road over the weekend -- though it was generally smoother than it has been in recent months. The exceptions were the manhole and utility access points, which stuck up a couple of inches and produced more than one jolting surprise.
