So what is this do you think?

IN the absence of anyone brave enough to guess, it is a Victorian horse-operated pump which fills its water trough. As the horse puts its mouth down to the trough it pushes the rocker lever towards the right which operates a manual pump bringing more water into the trough from the pipe connected to the river beside it.
