It depends on how you define a "fence". According to the English Oxford Living Dictionaries it can be defined as: "A barrier, railing, or other upright structure, typically of wood or wire, enclosing an area of ground to prevent or control access or escape."

It seems to me that it would be perfectly reasonable to define this as a fence. Whatever you think, it's unarguably a photogenic and nicely symmetrical barrier. Well seen and taken Berny!!

Der Betonzaun hat's in sich. Heißt in Bayern wahrscheinlich Bierzaun, ist aber ein Pierzaun, wenn man's genau nimmt ;-))

Das Material kann ich auf die Entfernung nicht erkennen ;-)
In Bayern gibts sowas überhaupt nicht - wenn bei uns einer ins Meer fallen will, soll er halt fallen ;-)))

Zum Glück gibt's bei euch kein Meer, sonst wären die Bayern schon ausgestorben ;-))

Na dann, Happy Zaun Mittwoch! Ich habe da für mich meine eigene Sichtweise definiert und versuche sogar meine Zäune nur mit einem 50 mm Objektiv (wenn ich's dabei habe) und sehr nah aufzunehmen. …freue mich dann immer wenn viele Leute meinen Zaun auf anhieb erkennen.

I would opt for it being a fence.
If I happened to be out for a stroll on that beam and came upon it ,then I would say "there is a fence in the way" and I would not enter .
But then it could be a barrier to keep me from going further.
It is Thursday afternoon here, so tomorrow it can be a fence.
Getting to close to Christmas / new year break to worry about it.
