there is a quite simple explanation. The area along the dam of the Elbe river is a pasture land for sheep - they are keeping the grass short which protects the dyke from erosion. There are many sektors devided by fences and hiker or biker can pass through small gates. The gate in the picture however is no longer in service since the fence was taken away.
