Pump trolley ; the human powered means of moving along the railway track.
can be hard to start, but once moving, keeping going is easier than you might think ... this one has a pedal, rather than a lever to push the brake blocks onto the wheels.
these were used by railway staff, but also turn up in films fairly often - such as spaghetti westerns, ... oh, and there's one in the Great St Trinian's Train Robbery ...
