In this case, it seems a death announcement of the tree. I saw red stripes painted on trees, in the Martinique, but they had a different meaning: keep away of this tree - its sap may leak, it's corrosive and bring about burns that never heal. Such trees were locally known as "mancenilliers", "beach apples" in English, or just Hippomane mancinella.
