Sure--in places where there are (a) no other dogs; (b) no horses; (c) no coyotes; (d) no hunters; and (e) no cliffs! The latter two aren't a problem here, but this park gets lots of use by other dogs and equestrians; and there are enough jackrabbits around, which short-circuit their response to the whistle, that it's best to keep them on lead. We also routinely see coyotes out there. Our dogs are probably big enough that a coyote would avoid them--but the coyotes can get pretty desperate, and I'd just as soon not have them get into a fight.
