The Nazis had the idea that the Dutch, Flemish, Danes and Norwegians were closely related to the Germans, so that they could be recruited in the Waffen-SS. For Himmler this was also a method of increasing the number of the Waffen-SS, because in Germany the intake to the Waffen-SS was restricted to 2% of overall intake to the armies.

While the Netherlands and Britain fought wars over the control over the seas and the colonies, since Napoleon Dutch diplomacy turned increasingly towards Britain to protect the Netherlands against French and German plans to control the entire continent.
